Border control at sea borders
Guide to notification of crew and passenger lists to the Norwegian Border Control Authority.
The police shall be responsible for border control (Norwegian Immigration Act, Section 22)
Obligation to report crew and passengers on board the wessel
Masters of all vessels that cross the external border en route to the first Norwegian portof call shall provide the police with a list of passengers and crew. This report shall be submitted on the recognised form in SafeSeaNet Norway (see below).

Deadlines for submimtting notifications
- section 2, paragraph a - shall if possible be submitted 24 hours prior crossing into "Norwegian internal waters" (base line).
- section 2, paragraph b – shall be submitted in good time prior to departure from the last port of call in the territory.
Recognised form (crew and passenger lists)
The notifications, with a list of crew and passengers on board the vessel shall be provided on a form that is recognised by the Norwegian authorities, Immigrations Regulations Section 4-24, 2nd paragraph.
Procedures for dealing with notifications of crew and passenger lists
Notification of crew and passenger lists shall be submitted through SafeSeaNet Norway.
In the event that special circumstances make it impossible to report via SafeSeaNet Norway, the notifications of crew and passenger lists shall be sent directly to the police district responsible for the port of arrival (authorized border crossing point/port of call). Such notification shall be submitted after approval has been received from the relevant police district on telephone 02800.
Stowaways, signing on and signing off
Stowaways must be reported without any delay directly to the police in the first port of call in Norway. SafeSeaNet Norway cannot be used.
Notification of any signing on or signing off of crew, and any embarking or disembarking of passengers shall also be submitted to the police in the port where the changes take place. SafeSeaNet Norway cannot be used.
Enquiries and any other communication linked to notification of crew and passenger lists at sea borders shall be submitted to the police district responsible for the authorized border crossing point/port of call on telephone 02800.
